when unrated pics gets a rating

Thx, what does this mean. Sorry could not understand this. As the pic is either selected or not selected and there is no rating scale assigned , how does it work.I have seen pics voted 28 times but still unrated...
 
Number of votes doesn't mean much. It is the number of votes within the pictures range that counts. So if we think a picture is a 8 but all the pictures it has been up against are lower than 7 and higher than 9, it doesn't give us enough data to make a judgement. That picture would need votes between pictures that ended up being 7-9 to be useful. There is a lot that goes into the algorithm
